Wallenborn Transports was pleased to welcome its customers, associates and distinguished guests to one of the world’s largest supply chain events, “Air Cargo Europe” held in Münich from 4 to 7 June.

Wallenborn welcomed hundreds of delegates to its exhibition stand where the company showcased its premium transportation services. Speaking from the Wallenborn exhibition space in the heart of the buzzing “Transport & Logistic” hall, Mr Frantz Wallenborn, President and CEO, stated: “This is our fifth successive attendance at “Air Cargo Europe”, the foremost meeting place for supply chain professionals. Since our first participation at Air Cargo Europe in 2011 our capabilities and capacity have grown substantially and we are now recognised as a leading provider of transportation services and one of Europe’s largest air-cargo road feeder services (RFS) operator. It is great to be back here and meet with so many customers and prospective clients in person, when normally they are located all over the world.”

Today, Wallenborn controls a fleet of over 900 vehicles, has 15 offices across 11 countries, and has extended its air-cargo road feeder network to connect over 120 airports across Europe. Besides its leadership in Europe, Wallenborn continues to grow its partnerships with customers in the Middle East too.

Wallenborn’s long standing customer relationships extend beyond Europe and into the Middle East.

For decades Wallenborn has fostered partnerships with companies like Kuehne + Nagel and Panalpina in Europe. Today we can proudly say that those partnerships have reached beyond European borders and extend into the Middle East, where Wallenborn opened its first office in 2013.

Kuehne + Nagel and Panalpina were both looking for a professional and dedicated supplier that could meet their trucking needs in the Middle East. Together with Wallenborn, they have been able to not only improve their supply chain, but solve some critical operational issues.

Imports and exports are both part of Wallenborn’s scope of work. Primarily pick-ups are made at the main airports in Dubai, DXB and DWC, and goods are delivered to the customers’ hub in DWC or to the final consignee in the greater Dubai area.

Exports are usually transported from the various manufacturers to the airport where the customer will forward the cargo by air. Main export locations include Sharjah Airport, DBX and DWC.

Together with Kuehne + Nagel, Wallenborn also takes care of local distribution with smaller trucks or vans. This includes mall deliveries or express service, for example.

Wallenborn features in this week’s Air Cargo Week Italy segment.

As the main airport for southern Europe and a top 10 airport in Europe, it makes sense for Wallenborn to have its main Italian office at Milan Malpensa Airport.

Volumes may have fallen at Malpensa by 3.2% in 2018 but it remains the top airport in Italy, handling 55% of Italian cargo. Wallenborn saw volumes decline in line with the airport but after four years of growth and the general slowdown in the whole air cargo market, the Luxembourg-headquartered company is not worried about a slow year.

The company says: “For the coming year Wallenborn expects a recovery in the Italian cargo volumes due to growing e-commerce and an increasing number of flights to the US out of Italy. This is supported by infrastructure developments at Malpensa that will lead to increased capacity and further solidify the hub as a leading cargo airport.”

The countries that make the Benelux – Netherlands, Belgium and Luxembourg – are some of the most diverse yet dynamic in airfreight. At the heart of the European Union, these small countries more than punch above their weight in airfreight. Air Cargo Week makes Benelux a focus this week.

“Across the Benelux region, business grew by 7.2% for Wallenborn with Belgium leading the way as airlines increasingly fly into Liege due to slot reductions in Amsterdam.

Frantz Wallenborn, president and CEO of the Luxembourg-headquartered transportation company, which provides extensive road feeder services to the air cargo industry tells Air Cargo Week that Belgium grew 55% with Liege Airport alone reporting 21.4% growth.

He says: “As a result of all this rapid growth, we adapted and registered numerous trucks in Belgium to help the local team meet the new needs of our customers. As expected, Schiphol dropped in volume a little, and Luxembourg remained more or less steady in terms of volumes.”

This year has got off to a good start, with rev-enue in Luxembourg up 5% and Belgium close behind at 4.6%, while the Neth-erlands was more modest at 1.3%. The rise in e-commerce is expected to further drive up vol-umes but there are still issues such as a lack of drivers and the never-ending Brexit uncertainty.”

Wallenborn continues its growth in Belgium as cargo volumes increase 21.5% year-on-year in Liege.

According to Liege Airport, the leading cargo airport in Belgium, 2018 was another year of substantial growth. Following 2017, already a record year with 717,000 tonnes of goods, 2018 has closed with a total of 870,644 tonnes transported, a 21.5% increase!

No doubt this growth is set to continue following last year’s announcement in which the Belgian Government and e-commerce giant Alibaba announced their decision to develop a trade platform in Belgium with logistics infrastructure to be developed at Liege Airport. The agreement will see Belgium and Alibaba promote inclusive trade under the Electronic World Trade Platform (eWTP) initiative, which is designed to help foster electronic trade through public-private partnerships.

These developments present great opportunity for Wallenborn. 2018 alone showed 34% growth in Belgium for the company, with demand ever increasing from existing customers as well as new ones.

Our local team has now grown to 6 office staff members and 7 fixed drivers. 4 trucks and 1 van are now also permanently registered in Belgium. This means we have double driver teams from 07h00 – 19h00 and from 19h00 – 07h00 to have the most efficient coverage 6 days a week.

Certified since 2013, Wallenborn just successfully completed its 6th GDP audit, required annually by the GDP Association.

On 7 March 2013, the EU Good Distribution Practices (GDP) Guideline was published in the Official Journal of the European Union. Six months later, on September 8, 2013, the Good Distribution Practice Guideline came into operation.

The risk of counterfeit medicine possibly coming into the legal supply chain as well as adulteration, cross contamination and any other negative impact on the quality and integrity of the medicinal product have to be avoided. For that reason, the GDP Guideline is intended to ensure control of the distribution chain and consequently maintain the quality and the integrity of medicinal products.

In October 2013 Wallenborn became Good Distribution Practice (GDP) certified allowing us to confidently service pharma clients. Specifically, the certification covers the Good Distribution Practice of medicinal products for human use. The pharmaceutical and healthcare supply chain, particularly in the EU, became subject to increasing regulation, and global GDP guidelines drove the need for better quality equipment and procedures.

The wholesale distribution of medicinal products is an important activity in integrated supply chain management. Today’s distribution network for medicinal products is increasingly complex and involves many players. These guidelines lay down appropriate tools to assist wholesale distributors in conducting their activities and to prevent falsified medicines from entering the legal supply chain. Compliance with these Guidelines will ensure control of the distribution chain and consequently maintain the quality and the integrity of medicinal products.

The objectives of this audit were to confirm that:

  • the management system conforms with all the requirements of the audit standard;
  • the organization has effectively implemented the planned management system;
  • the management system is capable of achieving the organization’s policy objectives.

The audit was conducted by SGS Belgium NV. Wallenborn passed with 0 non-conformities.

With more customers shifting their operations to Liege airport, Wallenborn steadily expands locally to better serve our customers.

Liege Airport, the leading cargo airport in Belgium, had an exceptional year in 2017, setting an all-time record of 717,000 tonnes of goods handled with growth of 8.5%, compared to 2016. 2018 has showed no signs of this growth slowing down.

Cargo business worldwide has seen overall growth, driven by strong economic performances in Europe, but also by the emergence of new e-commerce opportunities. All the Liege-based operators have made progress. In addition, three new airlines – Air China Cargo, Air Bridge Cargo and Turkish Cargo – have moved operations to Liege Airport. These new additions are proof that the airport’s Flexpress strategy, which prioritizes cargo, is working.

Liege Airport has accelerated its investment programme in order to support the growth of companies and handlers – a new 6,000 m2 cargo hall was put in operation earlier this year, and more than 20,000 m2 will soon be built, as well as 4 new parking stands for large aircraft which will be operational in 2019. It represents a major investment of more than 50 million euros in 2018 alone.

As a result of this rapid growth, Wallenborn has adapted to support the ever increasing activity and customer requirements in Liege. Earlier this year, we added two new staff members to the local team. Last week, we permanently moved two of our trucks over which are now BE registered. These trucks will serve mainly domestic and nearby airports (MST & occasionally LIL), and will do so several times a day, as well as offering our customers flexible pre-loading and offloading.

Donald Schaap, our Liege Operations Manager, noted: “As cargo volumes keep on increasing in Liege, we need to find ways not only to maintain service levels throughout this intense growth period, but also to differentiate ourselves. Therefore, one more staff member will be added in September, bringing our total local headcount to 5 employees. A third truck will also be added, with drivers operating the trucks in 12h shifts to increase domestic capacity and flexibilty 24/7. These additions should put us in a good position to take on the high season challenge that is Q4, and meet the needs of our customers.”

Certified since 2009, Wallenborn just successfully completed its 4th AEOS audit (required every 3 years) by the Luxembourgish Customs Authority.

The Authorised Economic Operator (AEO) concept is based on the Customs-to-Business partnership introduced by the World Customs Organisation (WCO), and is, in essence, derived from the Union Customs Code (UCC). Traders who voluntarily meet a wide range of criteria work in close cooperation with customs authorities to assure the common objective of supply chain security.

The EU established its AEO concept based on the internationally recognised standards, creating a legal basis for it in 2008 through the ‘security amendments’ to the “Community Customs Code” (CCC) (Regulation (EC) 648/2005) and its implementing provisions.

  • Facilitate legitimate trade
  • Reinforce Safety and Security
  • Harmonize and standardize the application of customs controls
  • Provide an electronic environment

In part, yes, it is driven by security, i.e. anti-terrorism, smuggling, people trafficking etc., however compliance with customs procedures and how the company is treated by authorities is paramount. Therefore by satisfying certain criteria a company is considered to be reliable in their customs related operations throughout the European Community for goods imported into or exported from the EU.

The programme, is open to all supply chain actors. It covers economic operators authorised for customs simplification (AEOC), security and safety (AEOS) or a combination of the two. Any economic operator established in the customs territory of the Union who is part of the international supply chain and is involved in customs-related operations, may apply for the AEO status.

Companies with the AEOS certification have successfully met the following conditions and criteria:

  • Compliance with customs legislation and taxation rules and absence of criminal offenses related to the economic activity
  • Appropriate record keeping
  • Financial solvency
  • Appropriate security & safety measures

The AEO status granted by one Member State is recognised by the customs authorities in all Member States.

AEO benefits are an integral part of the EU legislation governing the AEO status. Wallenborn recognised the value add this could bring not just to the company, but to our clients as well. As such, we moved to become certified early on, first obtaining the AEOS certificate in June 2009. Since then Wallenborn has successfully completed every 3 year audit conducted by the Luxembourgish Customs authorities, and thereby benefiting from advantages such as:

  • Fewer physical and document-based controls related to security & safety
  • Prior notification in case of selection for physical control related to safety and security
  • Priority treatment if selected for control
  • Possibility to request a specific place for customs controls
  • Indirect benefits (recognition as a secure and safe business partner; improved relations with Customs and other government authorities; reduced theft and losses; fewer delayed shipments; improved planning; improved customer service; improved customer loyalty; lower inspection costs of suppliers; increased co-operation, etc)
  • Mutual Recognition with third countries

AEO is governed by European Community law

The basic law is set out in Council Regulation (EEC) No 2913/92 (the Customs Code) as amended by Regulation (EC) No 648/2005 of the European Parliament and of the Council and Commission Regulation (EEC)No 2454/93 (the Implementing Provisions) as amended by Commission Regulation (EEC) No 1875/2006.

Luxembourg’s Ministry of Economy launches a new online portal called a “Single Window for Logistics”.

As you may have noticed in the press, the new information portal for logistics and international trade is now online. The portal has been developed with a number of government agencies and State services in the context of the Single Window for Logistics programme. The goal is to provide information about the logistics sector in Luxembourg, and to guide operators through the formalities of the import, export or transit of goods. The Logistics Portal is available in French and English, and can be accessed at the web address www.logistics.public.lu.

Located in the heart of Europe, Luxembourg provides global companies with many strategic advantages for conducting their business successfully. Luxembourg continuously improves its positioning as an intercontinental logistics hub in Europe. Luxembourg indeed ranks 2nd globally for logistic capabilities according to the World Bank’s Logistics Performance Index.
